Proceeding of the 14th meeting of the Orissa State Coastal Zone Management Authority held on 27th August 2010 at 3.00 P.M.

The 14th meeting of the Orissa State Coastal Zone Management Authority (OSCZMA) was held on 27.08.10 at 3.00 PM in the NSAP Committee Room of Women and Child Development Department, Orissa Secretariat at Bhubaneswar under the chairmanship of Shri U. N. Behera, IAS, Principal Secretary, Forest and Environment Department. The list of Members present in the meeting is as per Annexure-I.
Shri Bhagirathi Behera, IFS, Director, Environment-cum-Special Secretary, Forest & Environment Department and Member Convenor of the Authority welcomed the Members and representatives of various projects to the meeting and explained the objectives of the meeting. Then Principal Secretary invited project proponents to deliver the presentations.

 

A.Project proposals for Environmental Clearance under CRZ Notification, 1991.

 

1.  Construction of Single Point Mooring system and laying of crude oil transfer offshore and onshore pipelines from SPM to Tank farm of Paradip-Haldia-Barauni pipeline (PHBPL) at Paradip 


M/s. Indian Oil Corporation Ltd. has submitted a proposal for construction of single point mooring system and laying of three nos. 48” dia crude oil transfer offshore and onshore pipeliones from 2 nos. SPM to tank farm of Paradip-Haldia-Barauni pipeline (PHBPL) at Paradip with the following activities:

  1. Installation of SPM system at about 32 meter water depth approx. 21 KM off Paradip coastal line
  2. Laying of 48” diameter crude oil transfer offshore and onshore pipelines connecting tank farm of PHBPL, IOCL at Paradip
  3. Laying of loop lines interconnecting the SPMs.

A total of 3.00 hact. of land is required for the said project out of which 1.1535 hact. of land comes under forest land.  The activity comes under CRZ-I and CRZ-III area as per CRZ map sheet no. 40 CZMP.73L/12/NW and sheet no. 42 CZMP.73L/12/NE. The total cost of the project is Rs.1492 crores. The proposal was placed in the last meeting on 12.04.2010 and compliance was sought on different points. The point wise compliance to the observations of last meeting was submitted by IOCL Authorities.
Detailed deliberation on compliance by the IOCl was made. Since IOCL authorities had not submitted approved disaster management plan, they were requested to furnish disaster management plan duly vetted by Competent Authority. Further, the proponent was asked to verify whether the cost component of the safety recommendations/mitigation measures viz. telemetry system, pigging facilities, surge relieving system, emergency shutdown system etc. as prescribed by NIO have been included as an integral part of the project. The proponent has intimated that they have applied for forest clearance for 1.15 hact of forest land. As vetting by National Coast Guard Authority will take some more time, the project proponent has also requested to conditionally recommend the project to Govt. of India. 
With the above observation, it was decided to defer the matter to the next meeting.


2.  Construction of Deep Draught Iron Ore & Coal Berth at Paradip Port

Paradip Port Authorities have submitted a proposal for development of deep draught iron ore and coal berth on build own transfer (BOT) basis in Paradip port. The port at present has total of 14 berths including two mechanized coal berths for handling power plant grade coal, one mechanized berth for handling iron ore, two specialized berth for handling oil products and two captive berth for handling raw materials of the fertilizer plants and other seven general cargo berths.

This project envisages construction of iron ore handling facilities for 10 million tones and coal handling facilities for 10 million tones per annum. The project includes two berths for handling ships of 125,000 DWT. The length of the berth shall be 370 meters long with 24 meters apron width to accommodate wharf based equipment and working space.

The total cost of the project is Rs.1070.36 crores. The total project period will be 36 months. The proposed project area comes within the existing Paradip port area and comes under CRZ-III area as per CRZ map CZMP- 73L/II/SE Sheet No.45. The proposal was discussed in the last meeting held on 12.04.10. Since part of the project area comes under forest land category, it was decided then to verify the status of the land and to take appropriate action. The proponent has now intimated that the forest diversion proposal for the project area (Ac 215.05) has been submitted to Chief Conservator of Forest (Nodal) O/o. PCCF, Orissa, Bhubaneswar for their consideration for diversion of the forest land on 12th July, 2010.

Construction of berth in the existing port may be considered as operational constructions for ports and harbours, which is a permissible activity under CRZ Notification as per provision in Para. 3 (2) (ii).
In view of this, it was decided to recommend the proposal to Govt. of India for according Environmental Clearance under CRZ Notification subject to forest clearance.

3. Proposal of Indian Farmers Fertilizer Cooperative Ltd. for Railway siding.

Indian Farmers Fertilizer Ltd. has proposed for construction of a Railway siding on the bank of the creek adjacent to the Plant boundary. The construction of the Railway siding requires 39.00 Acres of land at a project cost of Rs.42.43 crores. The project area comes under the CRZ-I category as per the approved CZMP map of the State.

As decided in earlier meeting, the project proponent has submitted complete project proposal with bridge and railway siding. The total cost of the project is Rs.67.43 crores. A committee of OSCZMA has visited the project site on 5th and 6th  August’2009 and their observation was discussed in the meeting in detail. It was decided that the project proponent should furnish (i) ROR of the proposed site with classification of land from Revenue Authority (ii) permission from Water Resources Department for construction of bridge over creek. the project proponent has furnished the required documents. From the ROR, it is found that Plot No 5 & 56 comes under forest category. As advised, the IFFCO Authorities has submitted forest diversion proposal of 15.79hact. to C.C.F. (Nodal), Bhubaneswar on 20th May, 2010.  
Since the construction of bridge, approach road and railway siding for storage of non-hazardous cargo such as fertilizers etc are permissible activities; it was decided to recommend the proposal to Government of India for according necessary Environmental Clearance subject to forest clearance.

 4.  Coastal Protection measures for control of Coastal Erosion at Pentha                                                (Installation of Geo tube)
Project Director, Integrated Coastal Zone Management (ICZM) has submitted a proposal for Coastal Protection measures for control of Coastal Erosion at Pentha.  Pentha, an agricultural village near Paradeep, the Low Water Line has advanced by 340m during past 5 years i.e. 2003 to 2007, indicating a rate of land ward erosion of 85m per annum, which is severe. As a long-term solution to the problem of erosion and also for beach recovery and anti-erosion control measures deployment of geosynthetic tubes at a depth of 4 to 5 m in the sea, to dampen the wave force have been planned under the project. Under the project, additional preventive measures such as vegetative cover behind the beach are also proposed for stabilization. This is a soft engineering measure. Water Resource Department of Govt. of Orissa is the Project Executing Agency. The component would be implemented under the technical guidance of IIT (M) Chennai.

  1. Laying of geo synthetic tubes in the sea bed over a length of 700 m after deciding the depth and alignment through modeling studies, to reduce wave energy on the coast and also facilitating settlement of sand between the tubes and the coast. This acts as a first layer defense to the coast against strong wave action which is responsible for causing erosion.
  2. Coastal afforestation as the next layer of bio- shield towards the land beyond the dune zone to stabilize the beach and to act as a second line of defense.
  3. Construction of the embankment in the landward side, keeping top level 7.4 m above MSL with top width of 5.0 m filling with compacted earth fill. This forms as a last line of defense against sea water intrusion into the paddy fields.

The location of the proposed project is at Pentha, Tahasil- Rajnagar, Dt.- Kendrapara. Total area envisages for setting up of project is 4.16 ha.  and the area is coming under CRZ III as per approved CZMP.
Project Period-          3 years 
Cost of the Project -   Rs. 1805.453 lakhs

The laying of the geo-synthetic tube to dampen the wave action is a soft engineering option. Since the proposed activities envisage for control of coastal erosion, it is permissible under CRZ Notification (Para 2. Viii). As the project cost is more than 5 crores, this activity requires   environmental clearance from the MoEF, Govt. of India.

After detail deliberation, it was decided to recommend the proposal to Government of India for according necessary Environmental Clearance.

  1. Establishment of Coastal Management Laboratory at Paradeep

Project Director, ICZM has submitted a proposal for establishment of a Coastal Management Laboratory with the staff structure mostly project in nature and necessary analytical instrument/equipments at Paradeep. The Project Executing Agency is the State Pollution Control Board (SPCB).
Major Components are:

    1. Capacity Building
    2. Establishment of costal laboratory facilities
    3. Manpower strengthening
    4. Environmental monitoring
    5. Updating of skill and software
    6. Certification of the laboratory under ISO:9001 and 14000 and NABL accreditation
    7. Mitigation measures of the environmental impact of the project

 

4.   Monitoring and evaluation of the project
Software for preparation of coastal environmental database will be procured to understand the behavior of pollutants in estuarine and coastal waters and use this knowledge to predict eco-toxicological risks posed by their presence in these eco-systems. A wide range of chemical and biological parameters in water and sediments and relevant air quality parameters in the ambient are proposed to be monitored. The land requirement for this project is 1.0 Acre. On the request of SPCB, Tahasildar, Kujanga has already proposed to grant lease of 1 Ac land at Nua Sandhakud mouza. The project site is located in CRZ III area (Between 200mt - 500Mt of the HTL). The ground floor area and first floor area of the proposed laboratory of SPCB are of 590.15sq. mt and 585.95 sq. mt.   respectively. Total cost of the project is 1426.13 lakhs and project period is 5 years.

In CRZ   III area (within 200- 500mt), construction is permissible subject to certain conditions (Para 6 (2) CRZ III (iii) of CRZ Notification). However, as the project cost/investment is more than 5 crores, this activity requires environmental clearance from the MoEF, Govt. of India.

After detail deliberation, it was decided to recommend the proposal to Government of India for according necessary Environmental Clearance.

 

6. DEVELOPMENT OF PARTICIPATORY ECO-TOURISM AT BARKUL
Project Director, ICZM has submitted a proposal for development of participatory Eco-tourism at Barkul through the Project Executing Agency – Orissa Tourism Development Corporation. The project aims at the empowerment of local communities to promote nature based tourism and to extend alternative livelihood to reduce pressure on the depleting natural resources of coastal region. Tourists are showing interests to explore many of the Islands of Chilika, with tremendous scenic as well recreational potential. The main objective of this project is to develop Eco-tourism along the coast line particularly utilizing the Chilika lake.

The land belongs to Govt. of Orissa (Tourism / R.D. / Revenue Deptts.). The project site falls in CRZ III area.

Tourist Guide centre

As per para 6 (2) CRZ III (i) & (ii) of CRZ Notification, the proposed activities are permissible within CRZ III area. But development of vacant plots between 200 and 500 metres of High Tide Line in designated areas of CRZ-III with prior approval of Ministry of Environment and Forests (MoEF) permitted for construction of hotels/beach resorts for temporary occupation of tourists/visitors.

After detail deliberation, it was decided to recommend the proposal to Government of India for according necessary Environmental Clearance.


B.Other Issues

6. Status of road from Hotel Hans Cocopalm to Hotel Sterling Resort, Puri.

Deferred.

 

7.  Modification of Building Regulation for construction in CRZ-II area at Puri and Gopalpur.

Deferred.
