MINUTES OF THE 16TH MEETING OF ODISHA STATE COASTAL ZONE MANAGEMENT AUTHORITY HELD ON 29TH MARCH, 2011 AT 11.30 AM
The 16th meeting of the Odisha State Coastal Zone Management Authority was held on 29th March 2011 at 11.30 AM. In the NSAP Committee Hall of women and Child Development Department under the chairmanship of Dr. Aurobindo Behera, IAS, Principal Secretary, Forest and Environment Department. The list of members present in the meeting is as per Annexure.
Shri Bhagirathi Behera, IFS, Director, Environment –cum- spl. Secretary, Forest and Environment Department and Member Convener of the Authority welcomed the members and explained the objectives of the meeting. Principal Secretary asked for presentation on CRZ Notification, 2011.
1. Presentation on CRZ Notification, 2011
Senior Scientist (EAP) made a presentation on new CRZ Notification, 2011 in details for appraisal of the members of the Authority.
2. Shifting of office of OSCZMA to PMU of ICZMP
It was decided that office of the State Coastal Zone Management Authority, Odisha would function in the Project Management Unit of ICZMP and the available infrastructure of PMU of ICZMP would be utilized by OSCZMA for its smooth functioning.
3. CRZ Violations
Coastal District Collectors, DFOs and CE, Chilika Development Authority have been asked to identify the violations in their respective jurisdictions within three months. It was decided to follow it up for necessary compliance within the scheduled time.
4. Status of road from Hotel Hans Cocopalm to Hotel Sterling, Puri

6. Discussion on Project proposals for consideration of Environmental Clearance under CRZ Notification, 2011.
(a) Development of Subarnarekha Port
The Subarnarekha Port Pvt Ltd, a special purpose company has proposed development of an all weather deep water multi- purpose port as Subarnarekha Port on the south of the Subarnarekha River Mouth at Chaumukh village in Balasore district on BOOST basis with an estimated cost of Rs.3100 crores to provide port facilities for handling import and export cargo. For the proposed development, Ministry of Environment and forest had approved Terms of Reference (TOR) vide their letter No. 10-33/2007-IA-III, dated 31st May, 2007 and public consultation was held on 30th December, 2010. Phase I development will handle 25 MTPA and phase II development will handle 35 MTPA. Development comprises Two (2) Barge berths and Seven (7) berths for handling dry bulk cargo (such Iron ore, Thermal Coal, Cooking Coal and Lime Stone, containerized and general cargo. As per the NIO report, the project site falls on the sandy beach near the river mouth. The project development area does not fall in or contain any environmentally sensitive areas as specified in CRZ Notification. The proposed site of 915 acres (370 ha.) of land comprises partly inter-tidal land (Coastal sand) and partly land with specific scrub and casuarinas. The CRZ classification of the land is CRZ I (ii) 560 Ac and CRZ III-355 Ac. As reported by the proponent, the proposed land does not contain any forest land.
The proposal was placed before the Authority. It was indicated by the project proponent that the land area proposed for the port does not include any forest land. The demarcations of HLL and LTL have been done by National Institute for Oceanography, Goa.
Members enquired about erosion status of the area to which the proponent explained that the area comes under accretion and even during operation of the port there will be no erosion due to break water but slight accretion would occur.
Further, on the issue in the Phase I would be 47.0 MCM and in phase II would be 60.0 MCM (Cumulative). It was observed from the geotechnical investigation that fine to medium sand is available up to (-) 18m to (-) 20m CD. It is proposed to use the 12 MCM of material (dredge spoil) for reclaiming the backup area and remaining material will be dumped into sea at the designated dumping areas. Two disposal locations/ dumping grounds have been identified based on mathematical model studies towards eastern side of the proposed approach channel between (-) 10m and (-) 20m contours. The area of each dumping ground is 8000m x 7000m with an average depth of filing of 30cms. The same disposal grounds shall be used for phase II dredge spoil disposal. The total maintenance dredging quantity is estimated to be around 1, 20,000 m3 / annum.
Since there would be deep sea disposal (within CRZ-IV area) of dredged material, it was suggested that the impact of such disposal on marine life should be studied and submitted.
Construction and operation for ports and harbours are permissible activities in CRZ area. This project comes under the purview of CRZ Notification,2011. It also attracts EIA Notification, 2006 as it is a category ‘A’ project. Orissa State Coastal Zone Management Authority decided to recommend the proposal to Govt of India for according Environmental Clearance under EIA Notification, 2006.
(b) Improvement and conservation of Cultural/ Archeological assets BHABAKUNDALESWARA TEMPLE, Manikapatna, Puri.
Orissa State Archeology, Department of Culture has submitted a proposal for renovation of Bhabakundaleswara Temple at Manikapatna in the district of Puri. The objective is to preserve the built heritage of coastal area for posterity and ensure structural stability as well as to promote heritage tourism. The improvement and conservation methodology comprises (i) structural conservation (ii) chemical conservation (iii) environmental up-gradation and (iv) illumination. The total project cost is Rs.121.04lakhs. The project is located in CRZ-I area. The activities are permissible under 4 (ii) (i) of the CRZ Notification, 2011.
After detailed deliberation, it was decide to recommend the proposal to Govt of India for according necessary clearance.
(c) Improvement and conservation of Cultural / Archeological assets- Ganjam Fort, Ganjam (Potagarda).
Orissa State Archeology, Department of Culture has submitted a proposal for improvement and conservation of Ganjam Fort (Potagarda). The objective is to preserve the built heritage of coastal area for posterity and ensure structural stability as well as to promote heritage tourism. The improvement and conservation of methodology comprises (i) structural conservation (iii) environmental up- gradation and (iv) illumination. The total project cost is Rs. 125.01 lakhs. The project is located CRZ-III area. The activities are permissible under 4(ii) (i) of the CRZ Notification, 2011.
After detailed deliberation, it was decided to recommend the proposal to Govt. Of India for according necessary clearance.
(d) Project proposal for camp site infrastructure development at Khirisahi in the district of Puri.
Chilika wildlife Division, Balugaon of the Wildlife Wings of Forest and Environment Department has proposed for up gradation and development of existing Forest Department Camp Infrastructure to provide protection and conservation of biodiversity specially Olive Ridley sea turtles at Khirisahi within PRF, Berhampur in the district of Puri. The project is located in CRZ-I area and to be carried out on a land of 0.5 ha owned by Government of Odisha. The ground coverage plinth area is 897sqft and the cost of the project is Rs.10.00 lakhs.
It was discussed in detail and decided to recommend the proposal to Govt. Of India for according necessary Clarence.
(e) Project Proposal for camp site infrastructure development at Balianla in the district Puri.

The project is located in CRZ-I area and to be carried out on a land of 0.5 ha owned by Government of Odisha. The ground coverage plinth area is 897 sqft and the cost of the project is Rs.10.00 lakhs.
It was discussed in detail and decided to recommend the proposal to Govt. Of India for according necessary clearance.
(f) Construction of Multi Cyclone Shelters at 11 locations.
The Managing Director, Odisha State Disaster Management Authority has submitted a proposal for CRZ clearance of11 Multipurpose Cyclone Shelters (MCS) (three in the district of Kendrapara, two in the district of Ganjam, six in the district of Puri). It is estimated that each Shelter will provide shelter to at least 1000 people @ 2 sqft per individual. The MCS will be designed to withstand wind velocity of 300KM per hour and roof load of 500kg per sq meter and entire construction specification will be as per the prescribed standards. The shelter will be connected with all weather roads and will have basic amenities like water, electricity, toilets and kitchen and generator etc. The details of location of the shelters, area of the project and the CRZ area to which it belongs are given in the statement below

Construction of Public rain shelters in CRZ III areas are permissible activities under pata 8 (III) (A) (iii)(i) of the CRZ Notification , 2011.
It was decided to accord necessary clearance under CRZ Notification, 2011 to the above project proposals.
(g) Construction of Sewerage pumping station P8 and pumping Min in connection with the project “Sewerage Collection and Treatment System for Puri Town.”
The Member Secretary, Odisha Water Supply and sewerage Board, Bhubaneswar has furnished a proposal for obtaining CRZ clearance for construction of Sewage Pumping Station (P8) and pumping main in connection with the project “Sewage ” Collection and Treatment System for Puri Town.”
The Project executed as per the direction of Hon’ble Supreme Court of India in the writ petition 16 (civil) of 1991. This is a MoEF sponsored project. The National River Conservation Directorate, MoEF has approved the total project with the estimate of Rs.80.45 crores during july, 2008. The present pumping station with the main is a part of the project which is located near Digabareni Chowk at Gandhi Ghat.
The project is coming under CRZ II area. The total cost of the project is Rs. 1,45,74,311/- only.
The P8 pumping station will divert the sewage generated from hotels, restaurants and habitations in areas such as Sea Beach Road from satalahadi Math to Digabareni Chowk. Streets leading to the Sea Beach road such as Swarga Dwara Road upto Aurobinda School, Diganta Gali Renuka Lane and Bali Noida Sahi, VIP Road from Digabareni Chowk upto PWD IB and part of Kacheri Road towards the Mangalaghat STP. The P8 pumping station comprises on wet well, inlet, screen chamber, control room, store room, toilet, pumping sets, and transformer, stand by diesel generating set and control panels etc.
The construction of sewerage system is permissible as per 3(v) of CRZ Notification 2011 which specifies that treatment of waste and effluents arising out of Hotels, beach resorts and human settlements located in CRZ areas other than CRZ I and disposal of treated waste and effluents.
It was discussed in detail and the proposal was approved post facto with the suggestion that there shall not be any toilet towards seaward side.
