PROCEEDING OF THE MEETING OF THE ODISHA STATE COASTAL ZONE MANAGEMENT AUTHORITY HELD ON 4TH MARCH, 2009

The meeting of the Orissa State Coastal Zone Management Authority was held on 4th March, 2009 at 3.30 PM in the Conference Hall of the Rajiv Bhavan under the Chairmanship of Shri U.N. Behera, IAS, Commissioner­-cum-Secretary to Government, Forest and Environment Department. The list of the Members present in the meeting is as per the Annexure-I.

Shri Bhagirathi Behera, IFS, Director, Environment-cum-Special Secretary, Forest & Environment Department and Member Convenor of the Authority welcomed the Members and explained the objectives of the meeting: Then Commissioner-cum-Secretary invited the project proponents to deliver the presentation.

Establishment of Vedant University at Puri by M/s. Anil Agrawal Foundation.
The representatives of the M/s. Anil Agrawal Foundation presented the case before the authority. After detailed deliberation and based on the recommendation of the Sub-Committee, it was decided to recommend the project to Govt. of India for according necessary clearance with the following stipulations :

i) There shall not be any obstruction of water course in any manner and the water course will remain free.
ii) There shall be no construction activities in the CRZ area.
iii) The passage in the embankment (public road) shall remain free from obstruction. It shall remain free for public access.
iv) There shall be no restriction of fishing by local fishermen and movement of boats in the water course.
v) There shall be no discharge of effluent (zero discharge) into the CRZ area and nearby water bodies from the project area.
vi) There shall be no disposal of solid waste from the project into the CRZ area.

Development of an all weather Direct Berthing Port, Arjipalli, Gopalpur, Dist.Ganjam
Gopalpur Pert Ltd. has proposed for development of an all weather Direct Berthing Port at Arjipalli, Dist. Ganjam at an estimate cost of Rs.1120.3 crores from equity and debt from market to provide port facilities for handling import/ export of cargo commodities. The extent of land required for the project is 393.67 Ac. This area comes in the map No. CZMP 74A/15/SE Sheet No.6. The proposed project site comes within both CRZ-II & CRZ-III category.
The project proponents presented the compliance on the querries made on different issues raised in the last meeting held on 3.10.08. After detail deliberation, it was decided that the project proponent may comply with the following:

i) Littoral drifts be calculated seasonwise using current oceangraphic data as it is essential to predict seasonwise beach development between the 8 groins proposed as beach protection measures.
ii) A Study should be undertaken involving Wildlife Institute of India, Deherdun regarding impact of dredging.on Olive Ridley Turtles in consultation with Chief Wildlife Warden, Orissa.
iii) Seasonwise dispersal pattern of disposal of dredged spoils be estimated and submitted to the Authority.
iv) There shall be provision of alternate livelihood for local fishermen communities.
v) A Committee comprising of Director, Env., Prof. M.M. Mohanty, Dr. P.K. Mohanty, Dr. S. Panda, representative of MoEF & Mr. J. Bastia will visit the site & submit a report.

Construction of fishing harbour at Chandipur, Balasore.
The study report on the impact of the fishing harbour project on horse shoe crab habitat along with the management plan submitted by the project proponent was discussed among the Members of the Authority. It was decided that PCCF, Wildlife and Chief Wildlife Warden, Orissa may offer the proposed fish landing center will provide the infrastructure to cater the need of about 5000 fishermen families, who are below poverty line.

After detailed deliberation, it was decided to recommend the project to Govt. of India for according Environmental Clearance under CRZ Notification with the following stipulation.

Proper arrangement may be made by the project authorities for disposal of waste.

Construction of Fish Landing Centre at Chandrabhaga in Puri district.
Fishery Engineering Division, Mastya Sadan, Laxinisagar, Bhubaneswar has proposed for construction of a Fish Landing Centre at Chandrabhaga in Puri district. The land requirement is 1.00 acre. The project cost is estimated at Rs.3.43 crores. The area comes under the CRZ-I.
After detailed discussion, it was decided to recommend the project to Govt. of India for according Environmental Clearance under CRZ Notification with the following stipulation.
Proper arrangement may be made by the project authorities for disposal of waste.

Construction of a Marine Police Station at Jamboo in the Dist. of Kendrapara
S.P. Kendrapara has proposed for construction of a Marine Police Station at Jamboo in Mahakalpada Tahsil in the District of Kendrapara. The construction of the Police Station requires an area of 0.95 Ac with an estimated cost of Rs.33.00 lakhs. The proposed area comes within CRZ-III category. The construction of the Police Station is badly needed in order to check infiltration of foreign Nationals through sea. As per the letter dated his views after conduct his spot visit to the area. Chairman also gave consent to visit the spot.

Proposal of Indian Farmers Fertilizer Cooperative Ltd. for Railway siding
Indian Farmers Fertilizer Corporation Ltd. has proposed for construction of a Railway siding on the bank of the creek. The construction of the Railway siding requires 39.00 Acres of land at a project cost of Rs.42.43 crores. The project area comes under the CRZ-I category as per the approved CZMP map of the State. It is submitted by the project proponent that the proposed site is within the Paradeep port limit and under the jurisdiction of Paradeep municipality.
After presentation by the project proponent & detail deliberation, it was decided that the proponent need to comply the following:

1. Complete proposal with bridge & siding area be submitted.
2. Kind of saving in term of fuel with replacement of road by railway siding.
3. The project location map be super imposed on the CRZ map of the area.

iv) There shall be a field visit to the project site by the Members comprising of Director, Env., Dr. M.M. Mohanty, Dr. P.K. Mohanty, Shri J. Bastia and Dr. S. Panda to ascertain encroachment of water body in the proposed project area.

Proposal for construction of a Fish Landing Centre at San­ArziRalli, Ganjam
Fishery Engineering Division, Mastya Sadan, Laxmisagar, Bhubaneswar has submitted a proposal for construction of a fish landing centre at Sana-Arzipalli, in Ganjam district. The construction of the fish landing centre requires Ac 2.00 of land at an estimated cost of Rs.285.50 lakhs. The proposed area comes within CRZ-I category. As there is no infrastructural facility available for fish harvesting activities at San-Arzipalli, 3.12.2008 of MoEF, Govt. of India coastal police stations may be treated as activity requiring foreshore facilities. Hence, it is a permissible activity within CRZ.

After detailed deliberation & considering the importance of the project, it was decided to accord Environmental Clearance under CRZ Notification 1991 for construction of Marine Police Station at Jamboo in Kendrapara district.

Construction of a RCC jetty at Gurubai, Puri
Chilika Development Authority has submitted a proposal for development of a RCC jetty at village Gurubai, Puri for consideration of CRZ clearance. The estimated cost of the project is Rs.5.835 lakhs which will be met from the grant received from 12th Finance Commission. The proposed jetty will provide communication facility to the fisherman community of the locality for their fish landing. Only 0.3 Acres of Govt. land will be utilized for this RCC jetty. The proposed site comes under the CRZ-III category. The proposed project R.C.C. jetty envisages landing, auction and packing hall for fish landing etc.
After detailed discussion, it was decided to recommend the proposal to Govt. of India for environmental clearance under CRZ notification

Construction of a RCC ietty at Gabakunda, Puri
Chilika Development Authority has proposed for construction of a RCC jetty at Gabakunda village in Puri district with an estimated cost of Rs.8.17 lakhs. The cost of development of the project has been received as grant from 12th Finance Commission. The objectives of the project is to provide communication facility to the fishermen for their fish landing. This will also enhance the employment opportunity to the local fishermen community. A total of 0.3 Ac of land is required which is a Govt. land and comes under Puratan patia Kissam. The proposed activity comes under CRZ-I category. The proposed project of RCC jetty envisages landing, auction and packing hall for fish landing etc.

Other Matter :
CRZ violation in Puri, Satapada and Gopalpur was discussed by the Member. It was decided to issue specific instruction to District Magistrates of the respective districts to take appropriate legal action under Section 19 of EP Act, 1986 against violators of CRZ provisions.
