PROCEEDING OF THE MEETING OF ORISSA STATE COASTAL ZONE MANAGEMENT AUTHORITY HELD ON 4th MARCH, 2010

The meeting of the Orissa State Coastal Zone Management Authority (OSCZMA) was held on 04.03.2010 at 10.30 AM in the NSAP Committee Room of Women and Child Development Department, Orissa Secretariat at Bhubaneswar under the chairmanship of Shri U. N. Behera, IAS, Principal Secretary, Forest and Environment Department. The list of Members present in the meeting is as per Annexure-I.
Shri Bhagirathi Behera, IFS, Director, Environment-cum-Special Secretary, Forest & Environment Department and Member Convenor of the Authority welcomed the Members and other delegates of various projects to the meeting and explained the objectives of the meeting. Then Principal Secretary invited project proponents to deliver the presentations.


A. Project proposals for Environmental Clearance under CRZ Notification, 1991.

1. Construction of Deep Draught Iron Ore & Coal Berth at Parradip Port

Paradip Port Authorities have submitted a proposal for development of deep draught iron ore and coal berth on build own transfer (BOT) basis in Paradip port. The project envisaged construction of iron ore handling facilities for 10 million tones and coal handling facilities for 10 million tones per annum. The project includes two berths for handling ships of 125,000 DWT. The length of the berth shall be 370 meters long with 24 meters apron width to accommodate wharf based equipment and working space. The total cost of the project is Rs.1070.36 crores. The total project period will be 36 months. The proposed project area comes within the existing paradip port area and comes under CRZ-III area as per CRZ map CZMP- 73L/II/SE Sheet No.45.

In the presentation, it was stated by the project proponent that the work of deepening of channel of Paradip port is nearing completion for which environmental clearance has already been obtained from MoEF. During deliberation, members wanted to know the disposal plan for dredged material during deepening of channel. Members also expressed concern about coastal erosion in the area.
The representatives of the project proponent could not clarify the queries made by the members of the Authority. The proponent may comply with the disposal plan for dredged material during deepening of channel at the earliest and the matter will be discussed in the next meeting of the Authority. Further, a certificate may be furnished by the proponent on forest clearance/diversion for the proposed land.

2.  Laying of transfer pipeline from North Oil Jetty to IOCL tank firm of PHBPL, Paradip.

Deferred.

3.   Construction of Surge Protection Embankment from Sandhkud Basti to Oil Refinery Project.

Paradip Port Authorities have submitted a project proposal for construction of Surge Protection Embankment from Nua Sandhkud village to Dhinkia village along the coast line of Paradip for a stretch of 6.5 kms. The said surge protection will check the abrupt inflow of high tidal surge accompany with heavy wind speed from sea during cyclone, Tsunami and to protect the Paradip township & nearby village settlements from natural calamities. The construction will be on the existing village road leading from Nua Sandhkud Basti to Dhinkia village with Kujanga Tehsil of Jagatsinghpur district.

A total of 58.66 Acre of land is required for the said project out of which 16.2 Ac of land comes under Gramya Jungle category. The area comes mostly under CRZ category-III & a small portion under category CRZ-I area as per Sheet No.45 Map No. CZMP 73L/11/SE, Sheet No.42 Map No. CZMP 73L/12/SE. The total cost of the project is Ra.22.94 crores.

The proposal of construction of embankment is 35 meters at bottom width and 20.5 meters of top width. The embankment profile consists of 3 meters depth sand filling and 300 mm thick morrum spreading over sand filling. The sea side slope will provide with 450 mm thick granite stone pitching over the geofabric net whereas the leeside slope will provide by earth blanketing with turfing. It is proposed  to use the top of the embankment as four laning road for transporting the materials which will have 7.5 meter width carriage way, 1.5 meter road side berm & 1.5 meter width traffic separator. The proposed activity is for control of coastal erosion and is permissible activity under CRZ Notification. The members advised for take up a study on the volume/flow of water during heavy rain and provide adequate ventage in the embankment.

Orissa State Coastal Zone Management Authority has discussed the matter and decided to recommend the proposal to Govt. of India for according necessary Environmental Clearance under CRZ Notification subject to forest clearance.


4. Construction of fishing harbour at Chandipur, Balasore
Principal Chief Conservator of Forests (Wildlife) opined that the project activity will not affect the horse-shoe crab habitat. However, Principal Secretary, F&ARD Department desired to make a detailed study of the proposed project. Hence, decision on the said proposal was deferred.

 

 B. Other Issues

 

  1. Status of road from Hotel Hans Cocopalm to Hotel Sterling Resort, Puri.

Deferred.

    6.     Modification of Building Regulation for construction in CRZ-II area at Puri and Gopalpur.

Deferred.
